However, unlike major debtors and the Heavily Indebted Poor Countries (HIPCs), the emerging debt problems of small, mainly middle income, states have received little international recognition and attention. Thirteen small middle-income Caribbean economies are amongst the most indebted thirty emerging market economies in the world. Similar conditions apply in a number of other small economies in Africa, the Indian Ocean and the Pacific. Dinesh Dodhia examines the history of this indebtedness, its likely causes in different economies, and prospects for dealing with the debt problem in the future. He argues that there is a need for a comprehensive international framework to deal with it, covering: fiscal discipline in small states themselves improved debt recording and debt management insurance and grant financing mechanisms that respond to the challenges posed by natural disasters continued grant and concessional financing for small states adequate compensation for preference erosion, and support for the efforts of small states to promote private investment for diversification and growth. African, Caribbean and Pacific countries face a huge transformation as they attempt to adapt to a more liberalised global market. They have agreed to negotiate Economic Partnership Agreements (EPAs) with the European Union to assist with this adaptation. The European Development Fund is the main instrument of the EU for helping these countries.

This Economic Paper argues that despite the commitments about aid made at the 2005 G8 summit in Gleneagles, Scotland, by the EU, the EDF is under-resourced. Moreover, there are serious doubts as to the effectiveness of the fund in providing time-sensitive assistance to ACP states with adjustment. Instead, the contributors propose a separate EPA adjustment facility.

If EU countries meet their target aid figures, they could fund both the traditional EDF programmes and an EPA adjustment programme. For economists and international trade specialists concerned with the effects of trade liberalisation on developing economies.

Trade facilitation has formed a part of the WTO work programme since 1996, though no significant progress has yet been made in launching negotiations, mainly due to the opposition of a number of developing countries. Following the failed Cancun meeting in 2003, WTO members formally agreed to commence negotiations on trade facilitation.

The main aim of the trade facilitation negotiations on is to clarify and improve the provisions of three GATT 1994 articles, on freedom of transit, on fees and formalities connected with importation and exportation, and on the publication and administration of trade regulations, with a view to expediting the movement, release and clearance of goods through customs.

The negotiations also aim at providing technical assistance to developing and least developed countries with a view to strengthening their technical capacities for the application of innovative techniques and methods in the clearance of goods, and for the gradual acceptance of the obligations and new rules that may be adopted in the Doha Round.

This book provides background information and identifies the points that may need further examination by the negotiating parties. It also contains suggestions on how the negotiating approaches adopted under other WTO Agreements (such as the Agreement on Customs Valuation, Rules of Origin, Technical Barriers to Trade and Sanitary and Phytosanitary Measures), could be taken into account while developing new rules in this area.
