Country Studies and Good Practice

ISBN: 9780850927344
Publisher:Commonwealth Secretariat
Binding:Paperback
Language:English
Pagination:194

This book documents good practice in gender budget work from across the globe. Practitioners share their first-hand experiences and in-depth knowledge of the why, where and how of gender responsive budget (GRB) initiatives. They reflect on both the challenges and successes of initiatives in the Andean region, Australia, Korea, Mexico, the Philippines, Rwanda, Scotland, South Africa and the United Kingdom.

A chapter on the Commonwealth Secretariats involvement in developing and implementing GRB initiatives is also included to suggest the role that can be played by external agencies at the national, regional and international level. This book builds on a previous publication, Gender Budgets Make Cents, (see below) which was designed to provide a comprehensive understanding of GRB initiatives. It described the conceptual framework, evolution of the work and lessons learned, and provided brief summaries of country initiatives.
Together, these titles show the importance of integrating a gender perspective into government budgets to promote equality between women and men. It is hoped that this book will be read by a wide range of people from government, multilateral and bilateral agencies and civil society, and inspire them to take forward gender budget work in their own country and organisation.

A handbook for policy-makers and other stakeholders

New Gender Mainstreaming Series on Development Issues
ISBN: 9780850928648
Publisher:Commonwealth Secretariat
Binding:Paperback
Language:English
Pagination:168

Backed up with a span of concrete examples covering both gaps and proposed strategies, the reasoning develops into a groundbreaking policy approach to equality in education. Equals, Issue 20, April 2008 It is interesting and thought provoking to read and provides a useful set of starting points for developing critical debate. - ESCalate

Gender in Primary and Secondary Education has been written in the context of rapidly expanding education systems worldwide, and particularly the rising enrolment of girls in schools. The author argues that now the challenge of gender mainstreaming goes beyond building schools and ensuring access, to sustaining these gains to secure the future of education for girls. Thus gender mainstreaming in education needs to address the more strategic questions of the relationship between education and wider development and change, and of the relationships between men and women in a rapidly changing world.

The handbook is divided into six chapters, examining key policy and ideological gender mainstreaming issues within education systems and identifying the scope for greater gender mainstreaming. Essential reading for civil servants involved in education sector management, policy planners, education policy analysts and professionals, civil society organisers, and academics.

Building Sustainable Peace

New Gender Mainstreaming Series on Development Issues
ISBN: 9780850927542
Publisher:Commonwealth Secretariat
Binding:Paperback
Language:English
Pagination:232

Issues of socio-economic development, democracy and peace are inextricably linked to gender equality. The main argument of Gender Mainstreaming in Conflict Transformation: Building Sustainable Peace is that gender equality needs to be placed on the policy programme of the entire spectrum of peace and conflict-related initiatives and activities in order to achieve conflict transformation.

These include conflict prevention and early warning mechanisms; peace negotiations and agreements; peacekeeping, disarmament, demobilisation and reintegration; truth and reconciliation commissions; post-conflict reconstruction; and peace building and peace education. In the Commonwealth, as globally, armed conflict has moved into the village, the community, the street and the home, resulting in a gendered distribution of suffering among women and girls, and men and boys.

What is less well known, however, is that women have been making significant contributions to peace processes and rebuilding their societies in all phases of the conflict. In recognition of this, in 2000 the United Nations Security Council made an urgent call in passing Resolution 1325 (UNSCR 1325), for the equal participation and full involvement of women in all efforts for the maintenance and promotion of peace and security, and emphasised the need to increase their role in decision-making with regard to conflict prevention and resolution. Commonwealth Members Responsible for Womens/Gender Affairs, in their new Plan of Action for Gender Equality 2005-2015, reaffirmed the 30 per cent target for all women in all peace initiatives, which was endorsed by Heads of Government (CHOGM, Coolum, 2001), and encouraged member States to mainstream gender equality in all peace processes.

Gender Mainstreaming in Conflict Transformation: Building Sustainable Peace is intended as a contribution to the achievement of these goals. It grew out of a series of symposia and workshops held by the Commonwealth Secretariat in the post-Beijing decade in collaboration with other partners. These fora contributed a wealth of analysis and case studies that made it clear that womens participation in processes of democratisation, as well as in a broad spectrum of peace initiatives in Commonwealth countries, were not just an ideal but rather a reality that needed to be better understood by policy makes and other political and social actors working in fields including democracy, development, peace and conflict.

This book brings together this body of work into an advocacy, capacity-building and policy tool to contribute to gender mainstreaming in all processes of conflict transformation and in building sustainable peace. As one of the Commonwealth Secretariats publications on gender mainstreaming in key development issues, it will be of interest to those working to achieve gender equality, peace, democracy and sustainable development, particularly in situations of armed and other forms of conflict.

New Gender Mainstreaming Series on Development Issues
ISBN: 9780850927337
Publisher:Commonwealth Secretariat
Binding:Paperback
Language:English
Pagination:88

Improvement in health remains a challenge for all. However, the problem is more acute for women. There is a disparity between women and men in their ability to gain access to health care appropriate to them. Furthermore, the low status of women in less developed countries has been identified as a major obstacle to development.

If women are to gain better access to health services they must be given the opportunity to work in partnership with men at all levels of the health sector, including the highest levels of policy-making. Together they must ensure that womens specific needs are identified and addressed appropriately. This book is the result of consensus built up in a series of workshops in different regions of the Commonwealth on what is the most effective way of applying Gender Management System principles and methodology to the health sector. The differing contexts of financial, human and other resources explored in Gender Mainstreaming in the Health Sector will assist other countries in adapting mainstreaming to their own particular circumstances. This manual has been written to provide support and guidance to policy-makers, planners, non-governmental organisations, institutions and staff working in the health sector.

Recent studies of the economic growth and development process have emphasised the critical role of human development. For small developing countries the existence of limited natural resources means that emphasis must be placed on human resources development (HRD) in national development strategy formulation. Through education and training (and health and nutrition), HRD can overcome imbalances in the labour market.

This book explores the approaches to this challenge adopted by governments of smaller states across the world and considers the effectiveness of the particular strategies adopted. It also explores the role of labour migration, particularly the emigration of skilled labour, in this process. The book will be of value to national economic planners, labour market economists, and all those who seek to ensure the successful development of the economies of the worlds smaller states.

This publication contains the reports and recommendations of two Commonwealth expert groups considering issues relating to law and information technology. The aim of each group was to identify the essential components of laws needed to deal with technology. The groups sought to ensure that their recommendations took account of the needs of Commonwealth small and developing states. The first part considers the legislative framework necessary for effective e-commerce, in particular considering how best to implement the Model law produced by the United Nations Commission on International Trade Laws (UNCITRAL).

Related issues such as consumer protection, privacy, dispute resolution and general evidence provisions are also examined. The second part examines the specific criminal law issues relating to information technology, with particular regard to the draft Council of Europe Convention on Cyber-crime. The report reviews the substantive offences necessary to combat computer and computer-related criminal activity and gives detailed consideration to procedural issues such as search and seizure powers, production and preservation orders and the interception of electronic communications. Consideration is also given to international co-operation relating to computer crime and other related issues.

Over the past two or so decades the issues of mainstreaming gender in debt and development resource management, has taken centre stage in the continuing debate on improving the application of financial resources, to achieve greater social equity. In response to this debate the Commonwealth Secretariat has prepared this Handbook, to enrich the information available to debt managers, gender advocates and other development practitioners while simultaneously making a contribution to the way forward. The Handbook highlights the linkages between debt and gender and discusses policies and action taken by international agencies and bilateral donors to promote and integrate gender issues in the provision of development assistance.

It suggests effective and practical ways through which developing country governments can integrate gender equality considerations in their debt and development resource management. The Handbook makes recommendations for debt recording systems, such as CS-DRMS, to better track the impact of debt and externally funded programmes on gender perspectives.

In Mainstreaming Gender in Social Protection for the Informal Economy Naila Kabeer explores the gendered dimensions of risk, vulnerability and insecurity and hence the need for a gender perspective in the design of social protection measures. Her emphasis is on the informal economy because that is where the majority of women, and indeed the poor, are to be found while also being where official efforts for social protection are most limited.

The book will enhance understanding of the constraints and barriers that confine women to more poorly remunerated, more casual and more insecure forms of waged and self-employment, and of what this implies for womens ability to provide for their families and cope with insecurity. Kabeer develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. She then examines and assesses examples of social protection measures from child allowances to pensions in order to illustrate the necessity for a gender-analytical approach. She also stresses the importance of an organised voice for vulnerable and marginalised workers. Finally, the author synthesises the main lessons that emerge out of the discussion and identifies gaps and exclusions in the social protection agenda.

In this book, the authors highlight the lack of attention to employment, especially informal employment in poverty reductionstrategeis and point to the links between being informally employed, being a woman or a man and being poor.

This is done within the context of major changes in the nature of work related to economic restructuring and liberalisation and the book maps out the impacts on different categories of informal producers and workers, both men and women. Liberally scattered with practical examples, the book draws widely on recent data and evidence for a number of organisations , including WIEGO ( Women in Informal Employment: Globalizing and Organizing), a global research policy and provides a convincing case for an increased emphasis on informal employment and gender in proverty reduction strategies. It sets out a strategic framework that presents important guidelines for policy-makers seeking to follow this approach.

The conventional literature on public administration is dominated by the pattern and concerns of large countries. It does not address the needs of small countries, which have very different organisational and managerial frameworks. For example, what degree of specialisation is possible in a ministry which has only a small number of professional staff? And what are the implications for management of highly personalised societies in which all participants know each other well?

The book presents 14 studies of organisation and management written by people involved in these situations.
